[SBE] Tower site manager job description

Everything listed is good,  but in a way it is transferring 
responsibility for the items from the clients to the site manager.  
Agreements I have had on owned towers require new clients to do a 
structural analysis,  an inter mod study,  and to document their 
installations.  They must notify the owner of any material changes and 
perform the requisite items to insure compliance.

If the contracts on the tower are written in that way,  the site 
manager's job is to insure the clients conform to their contracts.  (No 
inter mod study on file,  no AC power turn on, for example).   Most of 
the problems at sites, in my experience, are from the site owner either 
having a poor lease agreement with clients,  or not enforcing a good one.
