[SBE] Tower site manager job description

I would add a qualified second to Eric's observations. The issue of
liability and consequent due diligence and oversight rests with who
actually owns the tower. Making sure that proper agreements exist that
protect all parties certainly rests with the owner as well.

Requiring new tenants to pay for a structural analysis? Of course, but
the actual owner should specify who does the analysis.

Intermod studies? Same thing.

Documentation? There needs to be a common tower diagram that can be
referenced by all tenants, insurance carriers, etc. This diagram
should be under the care and administration of the tower owner.

I would certainly agree with Eric that there are a lot of agreements
that are not enforced properly.
