Get a genuine FSM or use a spectrum analyzer with a good front end RF amp and 
a calibrated antenna.  You can use any converter box and an NTSC TV set if 
you want to see an actual picture/sound.  The tuning bar on most of the DTVsets 
I've seen isn't fast enough to do much more than a slow peak search, and on 
some, scan the channels with only some of the channels on screen at a time so 
you have to scroll up/down to see all the chanels.
