Now I have researched this, but haven't actually gone through the motions of
justifying it for myself yet. You can take a old fashioned CRT monitor and a
fairly portable CPU and install this device ....

It's a digital TV tuner for your computer and it gives you all the info you
have asked for. 

If you use the old fashioned CRT monitors -- you can adjust for glare and so
on with "Glare Shields" -- This link can give you idea of how many different
types there are out there ...

You essentially created a portable CPU/TV for complete digital measurement
and viewing. If you call them I believe some of their devices even come with
an antenna.

Get a genuine FSM or use a spectrum analyzer with a good front end RF amp
and 
a calibrated antenna.  You can use any converter box and an NTSC TV set if 
you want to see an actual picture/sound.  The tuning bar on most of the
DTVsets 
I've seen isn't fast enough to do much more than a slow peak search, and on 
some, scan the channels with only some of the channels on screen at a time
so 
you have to scroll up/down to see all the chanels.
