I just had to check it out, since Ohio minimum is similar. This is from the
Illinois.gov website

Gov. Blagojevich signed legislation in December 2006 boosting Illinois'
minimum wage

to $7.50 an hour with an additional 25 cents in each of the following three
years to $7.75

on July 1, 2008; $8.00 on July 1, 2009; and $8.25 on July 1, 2010.

THis isn't contracting, its a temperary staff position.  In case you forgot,
minimum wage is just over $5/hr.
