Actually, they do pay for some of those signals here in the SF bay area and I know that they certainly have to ask permission, which can be denied.  We were not given that choice by radiotime.

  You mean like all those cable companies Comcast, WOW, RCN, etc, Dish, Direct, MATV that don't pay TV stations for carriage?   
  We are in a rated market, doesn't matter how the signal gets there. The book is the book.
