You are quite correct. I worked in Gov't for 3 long annoying years. And I still have Gov't clients. BUT, to the point of EAS. The FBI appears to have given up on EAS and its fellow government agencies. They have inked a deal with Radio One to be a distributor of emergency info via radio during local and national concerns.
