There is a registration number that the FCC issues.
This is not a license, but a registration.
The purpose is to protect the ground station operator from other
transmit users.
There are some services that use transmit frequencies very close to
the satellite downlink frequencies.
The idea is to restrict transmitters close to your ground station.
