In the age of GPS, international terrorist watches, the Internet, citizen journalism and digital connectivity, it is all going to UTC with a local operator interface to display in the vernacular anyway. There is even a product out now to push atomic time with a UTC reference for networks without the need to use GPS at all. And there are those who would like to see DTV used to broadcast GPS and time data in areas where GPS is not accessible. UTC is the standard for most government interaction at the digital level and with the coming of CAP I don't see why EAS won't be required to be UTC resolved. Chances are those manufactuers who don't embrace it are doing so either to cut costs or because they think that somehow broadcast, especially radio, is different than the rest of telecomm.
