[SBE] TV Audio on HD-3

I am looking into the NWR on HD3 issue right now....I know that there
are locations where you find dedicated Noaa Weather on normal FM
channels.

If a TV broadcaster were willing to trade something for HD3 carriage of
their audio this could be a nice plus for the radio station, not sure
how the TV would view the addition of the HD3 channel, especially in
light of the limited number of receivers out there.
