[SBE] FM stereo silence detector/alarm

I can buy that... my trouble was I was getting false positives: The ARC-16
would get an alarm saying we were off the air, one of my back-up scripts
would get us back on the air, but since the "tripped" alarm was still there
nothing would tell the ARC-16 that all was well until somebody reset it - it
would still think we were off the air!

I'm sure there may have been an easier solution, but as I said the manual is
a bit vague.

It was easy enough to script my way out of, though. Of course, if you've
got somebody in the studio it's all kind of a moot point.
