[SBE] FM stereo silence detector/alarm

We've used the RDL "Stick-On" ST-ACR1 and ST-ACR-2 with very good results.
They don't have the enhanced feature-set that the BT unit has, but they also
doesn't have the pricetag. The ACR1 has a 0.5 s to 5 s delay, while the
ACR2 has a 5 s to 50 s delay. These units automatically reset once audio is
restored - no external reset is required.

For a simple silence sensor in these delay ranges, they're hard to beat.
