[SBE] FM stereo silence detector/alarm

We are using the Sine Systems AFS-3.  The delay before alarm can be set 
from 30 seconds to 5 minutes (we have ours set at 3 minutes) in 30 
second increments.  The unit just provides a contact closure, which we 
use to set a status alarm on our transmitter remote control.
