As an active participant for several decades, and THE guy for whom
automated EBS was first considered "legal" ( by a personal visit to
my station from the FCC department head to see what I was doing,
and how it all worked ) I also fail to make sense of it !

Part of the reason though, could be money !
I got hate mail from Sage Alerting for some 5 years, as I opposed then
( as I do now ) any system that is proprietary to one and only one
manufacturer. THEIR system WAS determined, tested, and worked,
as far as it went, but it was FM only, excluding AM, TV, and cable.
Rather than work together, they took the approach of questioning
my experience, credentials, and family lineage, in an attempt to
protect and mandate their proprietary system.

The national weather service and their WARSAME protocol took a
similar stance, but without getting personal.
( I'm acronym challenged, so that's probably not exactly right )

As long as folks refuse to work together for the common good,
we can expect similar problems, possibly forever.
