Russ,
As has been said by others "electrons don't know the difference".
Broadcast Engineering is based on knowledge and practical experience
working with a broad cross-section of skill sets. The only difference
between commercial broadcasting and 'emergency service' broadcasting is
the number and scope of the rules that apply. Choose a discipline and
contact engineers who work within that discipline to find out what rules
apply.
