[SBE] The EB vs KWVE

    A correction on my error. RMT stands for a "Required Monthly Test", 
not random. But it still is a "TEST".  The KWVE operator meant to issue 
a RWT, but hit the wrong button and started a RMT, and then bailed, with 
no EOM. The test failed, but it was a test.
