[SBE] new encoder allows 720p is as little as 2 mbps, and any mix of 4 HD, SD channels in one box

Harmonic has a new encoder, Electra 8000, takes 4 stream inputs into one box, and produces 4 HD or any mix of HD, SD with as little as 2 Mbps for HD and looks good.
