The FCC has just Public Noticed;

 

PUBLIC SAFETY AND HOMELAND SECURITY BUREAU SEEKS INFORMAL COMMENT REGARDING
REVISIONS TO THE FEDERAL COMMUNICATIONS COMMISSION'S PART 11 RULES GOVERNING
THE EMERGENCY ALERT SYSTEM PENDING ADOPTION OF THE COMMON ALERTING PROTOCOL
BY THE FEDERAL EMERGENCY MANAGEMENT AGENCY - DOCKET 04-296

I would encourage everyone with a passion for a logical advancement of the
Emergency Alert System to develop and submit informal comments as the
outcome of a revision of Part 11 (EAS) Rules will have a significant
functional and monetary impact upon every Broadcaster.
