[SBE] SBE CertPreview

It's not an "online" version. The new version, which contains the same
question database as the current CD version, will be download-able upon
purchase. This will allow people who want to purchase CertPreview to
have it immediately, rather than the current process of waiting for the
CD to be delivered by mail, installing it, submitting the machine ID and
waiting for the software key to be sent back before using it.

Personally, I would see little benefit to someone who already owns the
CD version of one CertPreview (say the CBTE) in purchasing the new
version of the same CertPreview. But if you wanted to purchase a
different CertPreview level, say the CBNT, then you will purchase the
new version.
