[SBE] ANSI Cert for SBE Certs

In 2003, the SBE National Certification Committee pursued and
received certification from the National Skills Standands Board which
was a coalition of community, business, labor, education, and civil
rights leaders. It was tasked with building a national voluntary
system of skill standards, assessment, and certification. The NSSB
has since gone federal and that was the last we heard of it.

We continue to discuss and evaluate programs which might certify our
certification program, such as ANSI.
