[SBE] The spectrum grab is not new

It's about ownership of spectrum. If broadcasters "own" their RF
spectrum they have an option. If someone else "owns" the delivery method
then broadcasters will be at the mercy of an outside entity. This could
be financially disastrous to individual companies, and the broadcast
industry as a whole.
