[SBE] The spectrum grab is not new

Is my memory incorrect, or is the basis of frequency use by broadcasters
(in the U.S.) specifically for the public interest because the spectrum is
not owned by any one person or entity but rather by the people of the
United States? To that end, broadcasters must annually prove that they DO
operate in the public interest.

If this is the case, how can a) the spectrum be auctioned without public
approval and b) others (non-broadcaster) be required to prove the use of
the requested spectrum is in in the public interest?

Just my $0.02.
