Yes - to quote a Communications Attorney Friend; "There is no restriction
in a party filing for the first time on reply in a rulemaking proceeding"
(at the FCC)
I was also pleasantly surprised with the fact that anyone can file Reply
Comments - as I was also under the impression that Reply Comment were only
for those who filed Comments in the original filing window. (Again - that
is no longer the case per qualified Counsel that practices before the
Commission.)
