[Town Meeting] Soliciting feedback on Art. 19

Fellow TMMs -

You may wonder why Article 19 was tabled on Monday night.  Without 
getting into details, it seems that the background data I sent out 
helped surface some possible unintended consequences of the bylaw as 
proposed.

We're working to address this issue.  You can help by sending me 
directly (not to the listserv) any potential gotchas that you've 
identified in the motion presented in the BoS report.
