[Town Meeting] DOCUMENT: noticed minor error in Field Use Study Committee report

On the final page of the report, where the users are broken down by
number of uses and by hours of use, the bottom table (hours of use)
mistakenly shows a decimal instead of a percent (just look at
the number of hours for each group and compare that to the total
hours and you'll see that the 0.104 in the top line really represents
10.4% and not 0.104%).
