I use this methodology for running student projects:

It is a lot of paperwork, so I actually cut it down substantially, but it
is a good process to follow, and allows for firing of slacking team
members, which I think is very important.  Getting fired within a classroom
context can actually be quite helpful for students who are used to sliding
by with minimal work. A couple times I've had students come back and thank
me for the wake up call!  (Not always of course).
