[sbe-eas] XMSR sending RWT's again?

Several months ago, I read that SiriusXM got permission to cease sending
EAS RWT's on their channels.  I have an unsubscribed radio tuned to the
"barker" channel and I was getting RWT's from "XMSR" every week, and RMT's
every month (and, once, a NPT) but that disappeared to just the RMT's after
the notice went out.

Recently...like two or three weeks ago, maybe?...I noticed I was seeing
RWT's from XMSR again.  I'm not complaining, but was there a specific
reason they started sending them again?
