The use of the Part 15 2.4 GHz band for internet service to a community is fine provided that the wireless devices used to do so are certified under the FCC's equipment authorization rules for Part 15 intentional radiators. Part 15 doesn't specify the uses to which devices are put except in specific rule sections. In this case, there is one specific rule that permits pretty much any use provided that the technical limits are met. This is Section 15.247. See also 15.245 for frequency hopping and other SS systems.
