The easiest, cheapest is a silence monitor and auto connect. You dial in. 
When the silence detector hears audio it switches to the phone line, when the 
line goes silent, it switches back to main source. Just be sure the timeout is 
longer than a normal program quiet period, and not too long so it hears dial 
tone and thinks its audio.
