[SBE] PSIP Question & Virtual Channel Assignment

Because of the whining by station that ID as Channel X and didn't want to 
confuse viewers by having to change their logo/ID/envelopes to say Channel Y, we 
are all stuck with the idiotic system of most of us not being on our actual 
channel, a confusion to consumers buying a channel, 2, 5, 7, etc antenna for 
stations that are really on 17, 19, 22, 25 etc.
