[SBE] Proposed Analog Shutoff Extention

If you all remember the original legislation, the cutoff could be
deferred until it was determined that 85 percent of households in a
given market were ready to receive DTV. It was the Bush administration,
all hot to auction off spectrum that pushed for and got the mandatory
cutoff date of February 17, 2009. I see nothing wrong in postponing the
the cut over, as long as stations who want to are allowed to shut down
their NTSC transmissions.
