Thw WARN system is supposed to go through the PBS TV stations to trigger cell 
phones for EAS.  So that fairly eliminates the chip need. WARN is also 
supposed to supply MC and TX emergency power if the stations doesn't have it now.  I 
am sure some hacker will quickly porgram teh cell phone to play some 
obnoxious "music." as if car blasters weren't enough, look out commuters! Noise 
pollution is coming. The Cell phones could easily be programmed to respond to the 
EAS data trigger, and with the built in GPS system, have a look up table to know 
what station to monitor that actually can do more than a monthly test. But do 
it to my cell phone and I'll crush it instantly.  Too many bothersom false 
signals, warnings for areas no where near me, and then the SPAM will start anew. 
Want to spend more billions?  Lets go back to designeated CONELRAD like 
system with every device known to mankind to emit a sound tuned to 1690 Khz, or 
108.1 Mhz, 500 Khz, marine emergency channel, traffic radio, NWS and CB channel 
9!  Maybe we can get bed spring bumpers to wake people up too. 

Don't these people have anything better to do, handing out Trillions of $ so 
third world countries to raise our taxes so we can't afford the next EAS CB 
radio cell phone TV, text, fax, printer, web blaster IPUSS? (International 
Personal Utility Screen Saver).
