"Translators make headlines in Atlanta. When "Streetz 102.9" appeared without warning on FM radios in Atlanta last week, the market was abuzz with speculation - was this a pirate of some sort, or a surprise move-in? It was neither: in fact, it was 170-watt translator W275BK, Decatur, GA (102.9), recently sold by Radio Assist Ministry to Extreme Media Group for a whopping $230,000. And the programming being heard there was coming from the HD2 channel of Clear Channel's WWVA-FM, Canton, GA (105.7). That HD subchannel was being leased apparently by two former Radio One executives, who spotted a clever way to squeeze a brand-new station on to the Atlanta dial for a fraction of the cost of buying a full-power signal. But "Streetz" didn't last long - it went silent last week, not because of FCC issues but because Radio One reportedly filed suit against its operators over contract issues. Meanwhile, Atlanta's existing broadcasters are playing the translator game, too - Cumulus recently traded a full-power signal in Albany, GA to that same "Extreme Media Group" in exchange for translator W250BC, Riverdale, GA (97.9), which recently began testing from the big Richland Towers master FM site on Briarcliff Road. That translator, too, is expected to begin relaying an HD2 subchannel - in this case, the one that's carrying the old "99X" modern rock format that used to be heard on WNNX, Atlanta."

In addition, a well-known DC attorney who owns a translator has been using it to carry and HD2 signal for several months with no rebuke from the FCC.

  Translators can only:

  §  74.1201   Definitions.

     (a) FM translator. A station in the broadcasting service operated for
     the purpose of retransmitting the signals of an FM radio broadcast
     station or another FM broadcast translator station without
     significantly altering any characteristics of the incoming signal other
     than its frequency and amplitude, in order to provide FM broadcast
     service to the general public.


   So it appears that translators must transmit the analog signal too if they are to carry  IBOC.

    Right- but that doesn't always indicate which program is on it.  Translators can be used with, for instance, any of the multi-cast channels of an FM.  Looking for a way to track what program is on which translator in a given market...  Thanks
