More thoughts - 

Many in the Land Mobile industry were just trying to protect their turf.  Others had experienced low-budget - I could care less about you - Broadcasters that tainted the well for everyone else.   A successful technique that land-mobile used was -'fear' (Politicians use it all the time when they are battling the other guy that will lay ruin to all you have done and stand for etc).  The fact that high power TV and FM can, AND DO, co-exist at many location should be enough.   Fear of the unknown requires a lot of overcoming.....Regardless of what you are dealing with.   Logic does not always overcome it.
