Because the American People through their elected representatives have decided that 4G is more important than ATSC.  It does have "public approval"  .... at least until we take away American Idol, or the people -have- to pay Comcast, et al, $20 or more to get it every month.

If this is the case, how can a) the spectrum be auctioned without public approval and b) others (non-broadcaster) be required to prove the use of the requested spectrum is in in the public interest?
